Texas school to open $60M football field of dreams

Call it the palace of high school football: A gleaming $60 million facility with seats for 18,000 roaring fans, a 38-foot-wide high-definition video screen, corporate sponsors and a towering upper deck.

Welcome to the new home of Eagles Football.

As school districts across the country struggle to retain teachers, replace outdated textbooks and keep class sizes from ballooning, the wealthy, burgeoning Dallas suburb of Allen is preparing to christen its new stadium with a sold-out Friday night matchup against defending state champions Southlake Carroll.

It's not the biggest high school stadium in football-mad Texas, but Eagle Stadium is the grandest, with a spacious weight room for the players and practice areas for Allen High School's wrestling and golf teams. The city decided to build it in a down economy, knowing full well it will never recoup the costs.

?It's a decision that local officials and team supporters defend, saying the stadium will serve as a community centerpiece and source of pride for years to come and will more than pay the costs of operating it.

?"There will be kids that come through here that will be able to play on a field that only a few people will ever get the chance to play in," said Wes Bishop, the father of a junior linebacker on the team and head of the local booster club.

?For longtime Allen fans, it's a giant step forward from a facility that district spokesman Tim Carroll called "inadequate in almost every way."

?The old building opened in 1976, when Allen had fewer than 8,000 residents, with 7,000 permanent seats, one concession stand and one set of bathrooms. As the town grew to its current population of 87,000, the school had to add portable toilets and rent temporary bleachers, which added 7,000 seats at a cost of $250,000 a year, Carroll said.

Today, the high school has 4,000 students enrolled and a 700-member band that's among the biggest in the country. Collin County, which includes Allen and other Dallas suburbs, is one of the wealthiest areas of Texas -- and home to some of the state's top football teams.

About 63 percent of voters supported a $119 million bond package in 2009. Construction on the stadium began a year later. District officials went with more expensive concrete seating over all-aluminum benches, adding perhaps $4 million more to the cost, according to officials. But they said they expected this stadium to last decades.

?"Our intention is not to recoup the money it cost to build the stadium," Carroll said. "It's not practical to say we'll get that money back. (But) the revenue we receive from the stadium will far exceed the cost of operating it."

While the district did not have estimates, Carroll said he expects the stadium to be competitive in hosting high school playoff games and other events. The school has also sold six sponsorships for about $35,000 a year, he said.

The new stadium revives an old argument in Texas about whether communities and their schools have their priorities straight.

?In 1982, when the West Texas city of Odessa built a 19,000-seat stadium for a then-unheard-of $5.6 million, it drew scorn from some people who questioned the district's priorities. Odessa would be featured a few years later in the book "Friday Night Lights," a national best-seller that inspired a movie and a TV series.

?Ross Perot, the billionaire businessman and former presidential candidate, repeatedly took aim at his home state's football culture as he pushed the state to shed extracurricular activities and increase accountability measures.

?"Do we want our kids to win on Friday night on the football field or do we want them to win all through their lives?" Perot said in a 1988 Washington Post column. "That's what we have to start asking ourselves."

?Today, neighboring Plano High School's stadium seats more than 14,000 people. Mesquite, about 30 miles away from Allen, has a 20,000-seat stadium. And the Berry Center, a suburban Houston facility with a stadium, an arena and theater, opened in 2006 and cost about $84 million.

"In a couple of years, someone's going to do something that's bigger and bigger," said Robert McSpadden, who runs the high school football site TexasBob.com.

Officials in Allen reject the premise that they're focusing on sports over academics. The bonds approved three years ago also funded a new performing arts center, and Carroll said extra revenue from stadium operations will go into the district general fund. Allen's student test scores are also largely stellar.

But for now, Eagle Stadium is gaining wide notoriety. The No. 8-ranked Eagles' Friday game against Southlake Carroll, which won a state championship last year and is ranked No. 1 in The Associated Press' Class 5A preseason poll this season, sold out in just over a day. More than 2,000 people are expected to watch from standing-room areas.

?Bishop's son Zack, a linebacker, said he and his teammates already noticed differences: a more spacious weight room, a softer playing field.

?"It's going to be really incredible to step out in front of a full house and a sold-out game," he said.

Chris Wallace, whose oldest son is a senior quarterback, said she had to reassure him when they visited smaller colleges over the summer with older facilities.

?"In his mind, this is it," she said. "He can't even believe it's here already."

?And there's always room for growth.

Fred Montes, one of the architects of what he called "an incredible project," said the district's master plan left open the possibility for more construction, if needed.

?"The end zone that has seats currently can be expanded," he said. "And on the visitors' side, you can always put a deck."

Eco-commune flourishes as Greek economy withers

AGHIOS, Greece (Reuters) - Web designer Apostolos Sianos and three friends startled Greek villagers when they quit well-paid jobs in Athens to set up a self-sufficient commune that lives in yurts and grows its own vegetables.

In California, or Scandinavia, such a move might have gone unnoticed. But in deeply conservative rural Greece - where green thinking is strictly the domain of urbanites - the project made suspicious locals uneasy, or was laughed off as ridiculous.

But now, two years and a brutal economic crisis later, Sianos and his friends are the ones laughing.

With Greece's economy in freefall, nearly one in four out of work and the desperate jobless turning to the land to survive, the group's focus on growing their own produce and cutting down their reliance on money and a bankrupt state suddenly make practical sense to many Greeks - and some are now turning to the vegan commune for advice.

"Even two years ago, everyone thought we were crazy. But not anymore," says Panos Kantas, 29, a pony-tailed former computer programmer who co-founded the Mount Telethrion Project with Sianos and two others. "The crisis validated a point that was obvious to us and now it's obvious to everyone."

They had a rocky start in 2010, when the former city-dwellers struggled to gather firewood to keep warm in winter and found skeptical villagers asking, in all seriousness, if they were transmitting signals into outer space. But the commune now has about 15 to 20 enthusiasts living there at any time.

As Greece's crisis has deepened over the past year, dozens more have inquired about moving to the commune - perched on a hilly slope on the island of Evia, or Euboea, and looking out to sea, near the village of Aghios. More than 2,500 curious visitors have stopped by, the commune's founders reckon.

In particular, the workshop training sessions they offer on organic farming and building houses with a traditional adobe mix of clay, sand and straw - cheaper than bricks and mortar - have drawn interest from crisis-hit Greeks escaping a dire job market to return to tending land in their villages.

"People come asking, 'How do you get started on cultivating land? What are the first steps for sustainable farming? How can you manage without a pay check?'" said Sianos, 32, as he sat at a table recycled from an abandoned wooden cable drum.

A few feet away, a dozen young Greeks squatted on the floor of the commune's workshop area to pit yellow plums they had gathered from the nearby forest while others laid out slices of tomatoes grown in their garden to dry under the sun.

About 80 percent of the food - all vegan - consumed in the commune is produced in the garden, Sianos says, and the group tries to get the rest by bartering produce with villagers; the residents can offer their sun-dried tomatoes and a vegan chocolate substitute made from carob, tahini and hazelnuts.

The commune's lofty ambitions of cutting money out of the equation altogether still have a long way to go - cash is still needed for electricity and for a new domed structure being built on land nearby as part of plans to expand.

But the group tries to rely on as little cash as possible. The housing in yurts - large, round canvas tents modeled on those of Central Asian nomads - was chosen after it turned out to be the only structure they could put up without having to apply for a costly permit from state planning authorities.

Other necessities like toothpaste - using baking soda, white clay and peppermint - and soap are made at the workshop.

NO LAUGHING MATTER

The commune is one of several ecological initiatives that have benefited as the debt crisis forces Greeks to rethink their way of life - especially the big-spending, consumerist urban lifestyle partly blamed for bringing Greece to the brink.

"As a general trend, the crisis for several people was an opportunity to change the way they think and try to be organized in a different way," said Theocharis Tsoutsos, professor at the Technical University of Crete who has studied sustainable energy projects.

"For instance, doing things on a smaller scale, creating their own garden, or trying to promote ecological issues on a small scale, or promoting low-cost agricultural initiatives."

Greenpeace says the crisis has seen environmental policies popularized by former prime minister George Papandreou - a keen cyclist and believer in "green growth" - pushed off the political agenda. But niche initiatives like the project on Evia are thriving as Greeks to return to their rural roots, it says.

The commune would have found few willing takers among Greeks riding high on an economic boom a decade ago, said the lobby group's Greek campaigns coordinator Dimitris Ibrahim.

"People then were more interested in their welfare, making money, the stock market. These people would have been laughed at - Greek society was not ready to hear this kind of message," he said, adding that other, less developed eco-communes have also sprung up in Greece in recent years.

"Now it's really relevant. It goes to the core - every Greek knows someone who is moving to these practices."

Showing off his commune's cultivation of mushrooms and compost toilets which use worms to turn waste into cheap natural fertilizer, Sianos marvels at the project's fortunate timing.

Raising capital to support the initiative has been a struggle due to the financial crisis, but on the other hand there's no shortage of interest from people eager to leave behind despair in Athens to start afresh on a remote mountain: "Ten years ago we may have easily found the money to build the site," he said.

"But no one would have been here to live in it."

MOANING AND WHINING

For 21-year-old Anna Sofroniou, the laidback vibe and the sense of collective action in the face of a paralyzing national crisis pushed her to return to the commune after unsuccessfully hunting for a job as teacher over the past year.

"Throughout the crisis, you see people moaning and whining without doing anything," said the recent college graduate. "In Athens, everybody just talks about politics and problems."

Instead, at the commune, she found little talk of the crisis and a range of communal chores ranging from foraging for berries and wild herbs to building a wooden shed to fill her time.

Yannis Razakias and Maria Eikosipentaki, a couple from Athens who have lived at the commune for three months, stumbled upon the project on the Internet and were similarly drawn to it as an escape from an urban lifestyle beset with anxieties.

"The crisis definitely affected us psychologically in our decision. Our clients, our employers, everyone talked about the crisis and how they could get through it," said Eikosipentaki, who quit the hairdresser job she had for 14 years to move here.

"In Athens, the only things on our minds were things like how we could make it, how we would get through this or that, how we could find some money to go on a trip."

Indeed, Greece's crippling recession seems a world away this summer as night falls and pasta with herbs is cooked for a communal dinner under a large fig tree.

Only the chirp of cicadas accompanies chatter. The main topics of dinner table conversation across Greece - the crisis, the reviled foreign bailout keeping the country afloat and the much loathed troika of lenders bankrolling Athens - are absent.

The commune still has its challenges, including lingering skepticism and mistrust among some of the local villagers.

"They are very suspicious - like, 'What are these long-haired people from Athens doing here?'" said Sianos. "They don't understand what we're trying to do. If you tell them we're an eco-community they look at you like you're an alien."

Opinion has softened somewhat, Sianos says, but winning over locals remains harder than convincing crisis-hit Athens natives.

In the centre of the village of Aghios, farmers sipping their morning coffee at cafes said they had yet to figure out what the commune was up to its midst and how it got by.

"They can't get be getting by without money and with just a small piece of land," scoffed Stathis Raxiotis, a 65-year-old farmer as he nursed a small cup of strong black coffee:

"We've been farmers for decades," he said. "We have hundreds of trees, lots of land - and, with the crisis, even we can't get by on farming alone."

West urges Arabs not to target Israel at U.N. nuclear meet

VIENNA (Reuters) - Western envoys are urging Arab states not to berate Israel over its assumed nuclear arsenal at the U.N. atomic agency's annual conference, fearing this could imperil wider efforts for a nuclear weapons-free Middle East, diplomats say.

A senior diplomat said Arab countries would criticize Israel but were divided over whether to submit a resolution on the issue to next month's annual General Conference of the United Nations' 154-nation International Atomic Energy Agency (IAEA).

In a surprise move at last year's IAEA gathering, the Arab group refrained from singling out Israel in this way in what was called a "goodwill gesture" ahead of planned talks in 2012 on creating a zone without nuclear arms in the Middle East.

Israel welcomed this as a "positive" move, in a rare conciliatory exchange in an otherwise heated debate that underlined deep Arab-Israeli divisions on nuclear issues.

Diplomats said Arab states had not yet decided whether to propose a non-binding but symbolically important draft text criticizing "Israeli Nuclear Capabilities" at this year's week-long meeting that starts on September 17.

They expressed concern that an Arab move against Israel would discourage the Jewish state from attending the talks due to be held later this year on a nuclear arms-free Middle East.

An Egyptian plan for an international meeting to lay the groundwork for the possible creation of a Middle East free of weapons of mass destruction was agreed at a review conference on the nuclear Non-Proliferation Treaty (NPT) in 2010.

BRUISING BATTLE

But the Western official organizing the conference, Finnish diplomat Jaakko Laajava, said in May he had yet to secure the needed attendance of all countries in the region.

It was a sign of the difficulties involved in getting Israel, its arch-foe Iran and other Middle East nations to sit around a table this year to discuss the divisive issue.

"It is a very fragile process that needs to be launched," one European diplomat said. "Singling out Israel would not at all be helpful, would be counterproductive."

Israel is widely believed to possess the Middle East's only nuclear arsenal, drawing frequent Arab and Iranian condemnation.

The Jewish state is the only Middle Eastern country outside the nuclear Non-Proliferation Treaty (NPT).

Israel and the United States regard Iran as the world's main proliferation threat, accusing Tehran of covertly seeking a nuclear arms capability, something the Islamic state denies.

Arab states scored a diplomatic victory in 2009 when IAEA members narrowly endorsed a resolution urging Israel to join the NPT and place all its atomic sites under agency supervision.

Brought up again in 2010 to keep up pressure on Israel, the resolution was defeated after a bruising diplomatic battle, in which Washington and its allies argued that zeroing in on Israel would harm any hope of banning nuclear arms in the region.

In June this year, Arab states asked for the "Israeli Nuclear Capabilities" issue to be put on the conference agenda, but it remains unclear whether they will follow that with a proposed resolution or refrain, as they did in 2011.

Israel's refusal to become party to the NPT or to place its nuclear installations under IAEA safeguards is "exposing the region to nuclear risks and threatening peace", they said.

Israel has never confirmed or denied having nuclear weapons under a policy of ambiguity aimed at deterrence.

It says it would only join the NPT after a comprehensive Middle East peace settlement. If it signed the 1970 NPT pact, it would have to renounce nuclear weaponry.

An Arab resolution aimed at Israel would "undermine any genuine attempt to promote confidence and security in the Middle East," Israel's ambassador to the U.N. nuclear body, Ehud Azoulay, said in a letter to IAEA Director General Yukiya Amano.

Should Your Home Go Into Your Special Needs Trust?

The American dream so often includes home ownership. Most of us do not want to pay rent forever and want to have some control year in and year out of the place where we eat and sleep. Our homes become places where we create lasting family memories.

The home can also be a significant financial asset. The money we pay each month towards the mortgage becomes a forced savings into an asset that is not easily touched. Often, there is also some increase in the value of the home when we stay in the home for a long period of time. Yes, the last few years changed the equation for many as homes bought at a peak value may not have had any increase yet, but over time, many of us will see appreciation in our homes.

The home is a key asset to consider and review in financial planning and deciding how to fund a trust at some point in the future. Handled well, the home may create significant value that can be used to fund future expenses. Or, the home can be used as a place for your special needs family member to live for many years, while still preserving other government benefits.

A special needs person can qualify for government benefits if he or she has less than $2,000 in countable resources and meets the standard for a qualifying disability. Generally, families with any assets leave them in a special needs trust through a will so those assets do not count towards the resource limit. These may include investment accounts, savings and checking accounts, life insurance proceeds, artwork and jewelry, retirement accounts (which require special consideration) and maybe the family home.

The personal primary residence is not considered a countable resource under current Medicaid regulations. As such, it is not required to go into the special needs trust to maintain eligibility. It could be transferred directly to the special needs person. Most of the time, you do not want to do this.

The decisions you make with regard to the asset you have in your home must fit your overall personal situation.

You must decide how you plan to fund your own future expenses like retirement living expenses, travel, charitable giving, starting a business, funding a trust and more. You need to look at the value of your home and determine how it fits into those plans. For many, the value of the home is in the emotional and family memories and is not planned to be used for expenses. For others, the home may be the primary means of transferring value to future generations.

For those who plan to use their home as an asset to fund future special needs expenses, additional consideration must be given to how the home will be handled.

Financial assets, like stocks and bonds, do not require much by way of maintenance costs. Houses, on the other hand, need constant upkeep (at least my house does). The yard needs mowing, the trees trimming, carpets cleaned, gutters freed of leaves ? the list goes on. You must consider whether the trust will be able to maintain the home over time so the special needs person lives in a safe, comfortable and thriving environment. If the home is the only asset in the trust, it is not likely that trust should keep the home over time.

A house can be owned by the trust or not. Most of the time, my recommendation is put the home in the special needs trust. The trustee becomes responsible for decisions related to the home, not the special needs person. The trust also provides a degree of asset protection for the value of the home.

Often, people who qualify for development disabilities under Medicaid do not have the ability to handle money well. They may find themselves committing to decisions they do not completely understand, including pledging the value of the house. The house, if owned directly by the special needs person, could be lost for any number of reasons. One that could happen to any of us is that we cause an accident, get sued, and must pay a settlement. The home could be used or required to be sold to pay the settlement. The trust is not required to pay the settlement so the house is protected.

The trustee will make a decision in the future about whether to sell the home or not. At some point, the special needs person may no longer be able to live in the family house. Health conditions change. The person might want to move to another county to be closer to friends and family. The value of the house at this point must be in the trust to keep the person on benefit programs. Home equity could be tens or hundreds of thousands of dollars, money that will have to be spent down to maintain benefit eligibility if the money is not in the trust ? remember the $2,000 resource limit from above? The home is excluded. The cash proceeds from the home are not unless they are in a special needs trust.

The Small Fabric Of My Life: Bank Holiday Weekend Notes

Yet again we spent the August Bank Holiday in Swansea.

?

We stayed with family in Langland Bay, a?beautiful bay at the start of the Gower peninsula.

Unlike last year when the sun shone, we had the typical four seasons in one weekend.

Saturday was a mix of sunshine and showers which was perfect for the England V Wales Cricket Match in which my 12-year-old son won the VIP (Very Important Player) trophy.

Sunday was glorious, perfect for a cliff walk and a dip in the sea.


There was time to play football in the garden.

?

?

Time to enjoy breakfast by the beach.


Time to chill out with a good book (Jo Jo Moyes "Me Before You").

We even managed the only BBQ of the year!

?

Monday was wet and windy which didn't? make for great conditions for the World Roofball Championships.

Last year my husband won the Veteran's Shield but this year our family returned empty-handed.

?



I have been asked what roofball is and to be honest I am still working it out.The game was invented by my nephew's friend when as a child he started using his hand to 'bat' a tennis? ball onto a low roof at his home.

?

Gradually his friends joined in and now they are in their twenties and mostly living away from home the friends and their families meet on Bank Holiday Monday to play the game.

Unfortunately my nephew and his friends have included a rule which does not allow women to play.

But my very competitive sister in law, Jane, became "James" for the day and remarkably she was allowed to play.

?

?

The only girl allowed to play in the game's history.

?

The weather posed a challenge for my packing but I think I managed to pack the right mix of clothes to cover most events although I think I will be packing gloves just in case next year.

The pixels that make up the different colors on the display are typically wired to complex electronic circuits, but now researchers at A*STAR have developed a display technology that requires a much simpler architecture for operation.

The pixels that make up the different colors on the display are typically wired to complex electronic circuits that control their operation. Jing Hua Teng at the A*STAR Institute of Materials Research and Engineering and co-workers have now developed a display technology that requires a much simpler architecture for operation. They demonstrated that combining a thin perforated gold film with a liquid crystal layer is all that it takes to make an efficient color filter.

"Our color filters are a lot thinner and more compact than conventional thin-film-based color filters," says Teng. "The colors of these filters can be tuned with ease so they are very versatile in applications."

The color selection of the devices comes from the patterned gold film. The collective motions of the electrons on the film surface -- the so-called surface plasmons -- absorb light at wavelengths that depend on the details of these patterns. In the present case, the patterns are narrow, nanometer-sized rings cut out of the films (see image). As the diameter of the rings changes, so does the color of the metal film. Pixels of a different color can be realized simply by patterning rings of different sizes across the same gold film.

To realize a full display, however, each of these pixels needs to be turned on and off individually. This is where liquid crystals come in.

Liquid crystals are molecules that can be switched between two different states by external stimuli, such as ultraviolet light. In their normal state the crystals let visible light pass through so that the pixel is turned on. But when ultraviolet is also present, the structure of the liquid crystal molecules will change so that it absorbs visible light (i.e. the pixel is turned off). This process can be repeated over many cycles without degrading the device itself.

Although the device works in principle, it remains a concept on the drawing board for now. This is because there are still many issues that need to be overcome, for example, the optimization of the switching speed and the contrast between 'on' and 'off' states. In future work, the researchers will need to extend their ideas so that their device can serve a larger area and produce the fundamental colors red, green and blue.

Teng and his team are quite optimistic that they will achieve this soon.

JUBA (Reuters) - Rebels killed at least 24 soldiers when they ambushed a South Sudanese army convoy, a military spokesman said on Monday, in the latest outbreak of violence in restive Jonglei state.

The country seceded from Sudan a year ago under and is awash with weapons after a decades-long civil war with Khartoum that killed an estimated two million people.

The government, run mostly by former guerrilla fighters, has struggled to assert control over its vast and restive territories since declaring independence.

A group led by rebel leader David Yau Yau - one of several militias fighting the government - attacked the convoy of 200 soldiers near Pibor, a remote corner of the eastern state on Jonglei, army spokesman Philip Aguer said.

Twelve soldiers were wounded in the attack on Wednesday and 17 are missing, he said.

The troops had been sent to investigate reports that Yau Yau had been sighted in the area, Aguer said.

He said he suspected the rebels were joined by youth from the Murle tribe who are resisting government efforts to give up their weapons.

South Sudan launched a disarmament campaign in Jonglei - the country's biggest state - in response to inter-communal violence which began before independence and has killed thousands.

Nearly 900 people died when about 7,000 armed youth of the Lou Nuer tribe attacked Murle villages in the Pibor area at the end of last year, according to the United Nations.

Last week Human Rights Watch issued a report saying soldiers had raped, beaten and killed civilians during the disarmament campaign, allegations denied by the government.

South Sudan voted overwhelmingly for independence from Sudan in a 2011 referendum promised under a 2005 peace deal that ended the civil war.

The two countries are still negotiating issues including border security and disputed territories, and the two armies have clashed in border states since secession.

Energy Geeks Converge at ACEEE's Boot Camp

The American Council for an Energy Efficient Economy (ACEEE) was formed in the 1980s to facilitate get-togethers of the nations energy efficiency experts?researchers, academics, and practitioners. It has grown into an organization that advocates for smart energy policy in the halls of Congress, and publishes its own research. And it still gets the energy geeks together to talk about energy efficiency in buildings, in industry, and in transportation. Lately the organization has focused more attention on human behavior and attitudes towards energy. All the technology in the world won?t save the planet unless people use it.

Every two years the staff of the magazine I edit, Home Energy, is invited down to the Asilomar Conference Grounds in Pacific Grove, California, to publish a daily newsletter for the biennial ACEEE Summer Study of Energy Efficiency in Buildings. The conference is unofficially called ?Summer Camp,? and ?Energy Boot Camp?. The most recent Summer Study finished up last Friday (August 17). I want to share with QUEST readers some of what the plenary speakers had to offer us this year. Follow the links if you want to know more about the speakers and their messages.

Sunday Plenary: Something of a Study in Contrasts

Jane Long, Chair of California?s Energy Future Project, spoke on ?California?s Energy Future?The View to 2050 Summary Report.? The study, conducted by the California Council on Science and Technology, is a work in process. Long asked the ques?tion ?Is it possible to meet California Governor Jerry Brown?s Executive Order to go 80% below 1990 green house gas (GHG) emissions by 2050?? The California legislature passed Assembly Bill (AB) 32 in 2006, requiring a drop in GHG emissions to 1990 levels by 2020.

In order to meet the goal of Governor Brown?s Executive Order, every square foot of building space would need to be touched. The retrofit of existing buildings would be the major cost, surprisingly, while making new buildings more energy ef?ficient is much less expensive, compared to business as usual. Amory Lovins, Chairman and Chief Scientist of the Rocky Mountain Institute (RMI), which he cofounded in 1982, discussed his latest book, Reinventing Fire. Lovins asked us to re-think our assumptions about energy. Can we conceive of fuel efficiency in cars in the range of 125-240 mile per gallon equivalent (mpge) (these are electric cars)? It?s possible with cars made from lightweight carbon fiber. Can we imagine buildings in cold climates that meet 90% of the heating energy needed during the coldest winter nights without fuel of any kind, but with smart, integrative design strategies instead? These are things happen?ing right now behind the scenes. Lovins? house in Snowmass, Colorado, is an example. He grows bananas and other tropical fruit there year round.

Monday Plenary: A Night in the Life of the Summer Study

The Monday night plenary speaker was Jon Wellinghoff, Chairman of the Federal Energy Regulatory Commission (FERC). His talked was called ?A Night In the Life of the Grid?. Using a colorful map of the Midwestern United States, Wellinghoff described a grid in need of some more coordination, so that electricity load and production correlate more directly, therefore causing the electricity grid to operate more efficiently. A system in steady state is more efficient than one that is constantly ramping up and down?this is true of cars, HVAC systems, and the electricity grid.

In Wellinghoff?s example, the blue states are the ones with an overabundance of electric power, making it relatively cheap, and the red states, the ones where electricity is scarce and expensive. At 1 am the area around Terre Haute, Indiana, is desper?ate for electric power, while up north in Illinois, nuclear power is cheap and plentiful and west?ward in Iowa, wind generation is at a peak. Up by Fort Wayne they are burning kilowatts for next to nothing. Making the whole grid more efficient requires the participation of homeowners as well as factory bosses. What?s also new is what DeWit described as ?Twitter-populism?. Average people have become enraged at the lies and lack of ac?countability shown by TEPCO in the wake of the earthquake and tsunami in March 2011 that nearly destroyed four nuclear power plants and spread radiation tens of miles into the interior of Japan. And they are demanding change, which is a new phenomenon in Japanese culture.

Whether Japan will go green over the next two years will be determined later this summer and in the fall. Energy is a core issue in Japan politics and policy making and it is bringing about social and political changes at lightning speed. Stay tuned. Japan may be the first of many nations to make the hard choices to move to a sustainable green economy or sink under the weight of inertia and vested interests.
