NASA IDs 90 pct. of largest near-Earth asteroids (AP)

LOS ANGELES ? If you're worried about a killer asteroid wiping out Earth, NASA has some good news.

The space agency said Thursday it has identified more than 90 percent of giant near-Earth asteroids, including ones as big as the one thought to have killed the dinosaurs eons ago. None poses a danger to the planet in the next several centuries.

"We know now where most of them are and where most of them are going. That really has reduced our risk" of an impact, said Amy Mainzer of the NASA Jet Propulsion Laboratory.

NASA researchers also downgraded their estimate of the number of medium-sized asteroids, saying there are 44 percent fewer than previously believed. The downside is that scientists have yet to find many of these mid-sized asteroids, which could destroy a metropolitan city.

"Fewer does not mean none," Mainzer said. "There are still tens of thousands out there that are left to find."

The updated census comes from data from NASA's sky-mapping spacecraft named Wide-field Infrared Survey Explorer, or WISE, which launched in 2009 to seek out near-Earth objects, galaxies, stars and other cosmic targets.

Unlike previous sky surveys, WISE has sensitive instruments that can pick out both dark and light objects, allowing it to get the most accurate count yet of near-Earth asteroids. The spacecraft takes a small sample of asteroids of varying sizes and then estimates how large the population would be.

For the largest asteroids ? bigger than 3,300 feet across ? NASA said 911 of the 981 thought to exist have been found. None poses a threat to Earth in the near future, the space agency said.

Previous estimates put the number of medium-sized asteroids at 35,000, but WISE data indicate there are about 19,500 between 330 and 3,300 feet wide. Only about 5,200 have been found and scientists said there is still a lot of work left to identify the potentially hazardous ones.

Results were published in the Astrophysical Journal.

WISE is not equipped to detect the more than a million smallest asteroids that could cause damage if they impact Earth. The spacecraft recently ran out of coolant and is currently in hibernation.

By locating most of the giant asteroids, NASA has fulfilled a goal set by Congress in 1998. More recently, the space agency has been asked to find 90 percent of asteroids that are at least 460 feet in diameter ? slightly smaller than the Superdome in New Orleans ? by 2020.

Don Yeomans, who heads NASA's Near-Earth Object Program Office, said that goal is about 35 percent complete.

4 ways Rick Perry can rescue his 'struggling' campaign (The Week)

New York ? Though the Texan still tops national polls, the political commentariat says the Perry bubble is deflating fast. What's his best survival strategy?

Texas Gov. Rick Perry "has been enduring a bad-to-terrible few weeks," says Steve Kornacki at?Salon. His recent debate performances have been widely and brutally panned, he was crushed in a Florida straw poll he was expected to win, Republican activists and opinion-shapers are abandoning him for what they see as the safer pastures of Mitt Romney's campaign, and a new poll even has Romney beating Perry in socially conservative Iowa. How can Perry get his "struggling" campaign back on track? Here, four possible strategies:

1. Tack right on immigration
The biggest knock against Perry from the Right is that he's a "radical who encourages illegal immigration," says the Fort Worth Star-Telegram in an editorial. That's "incendiary" nonsense. But "if Perry's team isn't alarmed... they're making a tragic mistake," says Matt Lewis at?The Daily Caller. Illegal immigration is an emotionally and "politically toxic issue in a Republican primary." Perry needs to start talking tough on border security. Only then can he "eloquently defend what is at least an intellectually defensible position" on border fences and in-state college tuition for the children of illegal immigrants.?

2. Vastly improve his debate preparations
Perry blew the last debate so badly that even his wife, Anita, is reassuring Iowa Republicans that "he's going to be better prepared next time," adding, "he's never had a debate class or a debate coach in his life." Well, it shows, says Eric Ostermeier at?Smart Politics. Good debaters recount jokes, personal anecdotes, or policy points to fill their time slots ? Perry defaults to clich?s. In three debates, he's trotted out 33 well-worn political clich?s, while the other candidates combined spouted only 19. Using so many verbal crutches makes Perry seem like he has "very little to say."

3. Hit Romney ? hard
Publicly at least, the Perry camp is dismissing his rivals' sharp criticisms as "bed-wetting within the GOP political class," says Jonathan Martin at?Politico. The only strategy shift Team Perry will admit to is one their "pugnacious" candidate has employed in the past: "Hit harder." That means redoubling attacks on Romney. That's what makes Perry different than previous flavor-of-the-month anti-Romneys like Michele Bachmann and Donald Trump, says NBC's Chuck Todd, quoted by?The Daily Caller: Perry has "been through tough campaigns in the past," and he's always punched his way to victory.

4. Come up with an economic plan
If Perry wants to be "less of a pi?ata, and sound more like a president,"?says Jill Lawrence at?The Daily Beast,?he'll come up with more than "conservative boilerplate" for his plan to turn around the economy. Perry's team points out that he just entered the race six weeks ago, says Ed Morrissey at?Hot Air. But if Perry wants to be a serious, enduring frontrunner, he'll have to quickly start giving "more detailed answers to policy questions," and quit merely pointing to his record in Texas.

Copping a Latitude: Genetics Supports Idea Cultural Interaction Was More East to West Than North to South

News | Evolution

The finding supports a case made by Jared Diamond and others that migration along the same lines of latitude in Eurasia promoted the sharing of crops, animals and technology, but that wide variations in climate found in the New World's north-to-south orientation hindered cultural exchanges

Image: Covens & Mortier/Wikimedia Commons

East often meets West and vice versa, but did North frequently meet South when it comes to the history of people and technological innovations migrating across the continents? New genetic analysis suggests the way that continents are oriented may indeed have played a key role in our cultural interactions over time.

For decades scientists have suggested that the east-west orientation of Eurasia helped spread ancient culture and technological innovations such as agriculture and writing more rapidly than occurred in the oppositely oriented Americas, with biologist and ecologist Jared Diamond perhaps most famously making this case in his Pulitzer Prize?winning Gun, Germs and Steel: The Fates of Human Societies (W. W. Norton & Co., 1999). The idea is that populations at comparable latitudes experience largely similar climates, making it easier to adapt crops and domesticated animals and, consequently, humans and technology to new locations east to west. On the other hand, migrating across lines of latitude, north to south, involves adapting to new climates.

Given this notion, genetic analysis might reveal greater differences among human populations north to south than east to west within continents, says population geneticist Sohini Ramachandran at Brown University. If migration is harder across lines of latitude than longitude, then populations would be more isolated north to south, giving them more chances to diversify compared with one another.

To see if this was the case, Ramachandran and her colleague Noah Rosenberg at Stanford University analyzed genetic variation data in 678 genetic markers from 68 populations. This included data from 39 populations from Eurasia?including Europe, southern and central Asia, and the Middle East?collected from the Human Genome Diversity Cell Line Panel, along with 29 populations from Native American groups, such as the Cree, Ojibwa, Maya and Zapotec, gathered by former collaborators of the researchers. "Only recently did we have the kind of genetic data to perform this kind of comparative analysis of Native American and Old World populations," Ramachandran says.

The researchers measured how distant or divergent each population was from one another in terms of both mileage and genetic variation. They discovered more genetic differences north to south in the Americas than over comparable distances east to west in Eurasia, findings detailed online September 13 in the American Journal of Physical Anthropology.

"The findings here are very interesting, with the implications that patterns of technological innovations were influenced by our physical climates and physical environments," says evolutionary anthropologist and human population geneticist Jeffrey Long at the University of New Mexico, who did not take part in this study. "We tend to think of humans as separated from ecology, and in fact there has been ecological structuring of our recent history, and perhaps even in the rise of cosmopolitan society. It's nice for me to see the field of human population genetics maturing out of the who-begat-who phase and into investigating these larger questions."

In the Americas distance north to south explained a good deal of genetic variation. Distance east to west did so as well, although to a lesser extent. This is probably due to the diagonal northwest-southeast positions that North and South America have in relation to each other, respectively.

One potential caveat regarding these findings is that culture and technology could spread from one population to another without them otherwise intermingling and sharing genes, Ramachandran says. As such, although they found evidence that changes in latitude could impede genetic flow, it might not necessarily impair cultural or technological flow.

Future research could go into even finer detail when it comes to ancient obstacles to migrations, including mountain ranges and other physical barriers as well as social barriers such as marriage practices or language differences, Ramachandran suggests. "We can develop new insight into the effects of geography and culture on recent human evolution as we gather more and more genetic data from human populations," she says. Further studies could also look at the impact of patterns of genetic variations on health, Long adds.

Oops! Not so graceful wardrobe slip on 'DWTS'

It?s the second week of competition on ?Dancing With the Stars,? and what a difference a week makes. Too bad for some ballroom beginners that difference isn?t always for the better, but more (much more) on that later.

Of course, good or bad, it isn?t always a star?s dance-floor moves that make for a memorable night.

Take Nancy Grace ? yes, the same Nancy Grace who delivered a dull and sluggish cha-cha-cha last time around. She really stepped up her ballroom game Monday night with a confident and understated quickstep, but that might not be what fans buzz about around the water cooler Tuesday morning.

Join our 'DWTS' live chats Tuesdays at 3:30 ET

Instead, a wardrobe malfunction ? the sort that even the slight delay of so-called live TV couldn?t completely conceal ? might overshadow talk of her success.

Story: Nancy Grace denies 'Dancing' exposure

Just after her dance, but before she earned some rare praise from grumpy head judge Len Goodman, Grace suffered a dreaded nip slip. Fast thinking folks behind the scenes cut to a few odd and obviously canned shots of a motion-free audience, but for one brief moment, well, it was out there.

Watch most shocking moments from?the show

Tom Bergeron, aka the best live host in the biz, handled the problem as he?s done in the past ? swiftly and with a blink-and-you?d-miss-it flare for redirection. Thankfully for Grace, the judges? remarks soon distracted from any residual embarrassment she felt. And oh, what remarks those were.

Bruno Tonioli called her routine ?vivacious and lively? before adding an ill-timed ?top heavy? criticism. Goodman thought the dance, which earned Grace a score of 21, was a ?proper quickstep,? and stated he didn?t care about the lack of razzmatazz.

Yeah, who needs razzmatazz in a glitzy, ballroom bash?! Oh, yeah, everybody ? a point Goodman seemed to recall when one of last week?s frontrunners, Chynna Phillips, took the stage.

Story: You be the judge! Rate the 'Dancing' contestants

Following a tasteful, if a bit restrained jive from Phillips that also earned a 21, Goodman grumbled that the dance was ?neat and precise,? but didn?t exactly excite him.

One ballroom babe who excited the other judges was the night?s leaderboard topper, Ricki Lake. With three-time champ Derek Hough by her side, Lake offered up a high-impact performance that Carrie Ann Inaba considered ?the best jive of the night.?

Still, it wasn?t enough to spare Lake and Hough from Goodman?s bad mood. The negative nitpicker wasn?t happy with the routine and called Hough out for choreographing more of a retro swing than a jive.

?We?re judging the jive here, my sausage,? he said, strangely enough.

Despite the gruff judge?s remarks, Lake easily looks to be one of the early contenders for a finale-night spot, and if anyone is looking for a good bet as to who one of her co-finalists might be, look no farther than war hero and actor J.R. Martinez.

Story: 'Dancing's' Ricki Lake 'bruised,' but 'not complaining'

Martinez, who trailed just one point behind Lake with 22, put on a fun kicking, jumping jive that had the audience up and out of their seats.

What did Goodman think of that?

?The problem is what?s on the label wasn?t in the tin,? he complained. ?I was looking for a jive and you gave me a Lindy Hop. It wasn?t a jive.?

It seemed Goodman used up all of his good nature on Grace and barely had any left for the rest of the bunch.

Not that many others needed high praise for the dances they delivered, aside from maybe Kristin Cavallari, whose quickstep was as impressive as it was forgettable ? an odd combo, but there you go.

Both Rob Kardashian and Elisabetta Canalis saw major improvements over last week, both taking 21 for the night. But given just how bad they were last week, that?s still not saying much.

'Dancing' injuries won't keep Bono down

Then again, that 21 represented a win of sorts for Canalis? partner, Val Chmerkovskiy, as he beat his pro bro, Maksim, for the first time on the show. The elder Chmerkovskiy and soccer champ Hope Solo scraped by with a 19 for their routine.

As for the reigning fun star, Carson Kressley, his follow-up quickstep didn?t quite pack the entertaining punch his earlier cha-cha-cha did. With 18 points, he tied with actor David Arquette and just escaped the last-place position.

That 17-point problem was Chaz Bono?s. After a strong start with the cha-cha last week, Bono?s body failed him. Aching knees and bad ankles left the moves required for a quality quickstep out of reach. So his oh-so-slow quickstep just didn?t rake in much praise or points from anyone on the panel.

Given that there was no shortage of dance-floor duds on Monday night?s performance show, there?s also no shortage of ballroom baggage that could be cut when Tuesday night rolls around. Last week?s back of the pack picks ? Kardashian and Canalis ? improved, but when it comes to fan bases (and let?s face it, in these early rounds fan bases really matter), they won?t see much progress.

Will Kardashian or Canalis get the cut this time, or are Kressley, Arquette and Bono in danger? We?ll soon see.

WHO: Iran, South Asia worst for city air pollution (AP)

GENEVA ? Cities in Iran, India, Pakistan and the capital of Mongolia rank among the worst on the planet for air pollution, while those in the U.S. and Canada are among the best, according to the first global survey released Monday by the World Health Organization.

The southwest Iranian city of Ahvaz walked away with the unfortunate distinction of having the highest measured level of airborne particles smaller than 10 micrometers.

WHO released the list to highlight the need to reduce outdoor air pollution, which is estimated to cause 1.34 million premature deaths each year. The global body said investments to lower pollution levels quickly pay off due to lower disease rates and, therefore, lower healthcare costs.

The list, which relies on country-reported data over the past several years, measures the levels of airborne particles smaller than 10 micrometers ? so-called PM10s ? for almost 1,100 cities.

WHO recommends an upper limit of 20 micrograms for PM10s, which can cause serious respiratory problems in humans. They are mostly sulfur dioxide and nitrogen dioxide from power plants, auto exhausts and industry.

Ahvaz's annual average of PM10s was 372 micrograms per cubic meter. Heavy industry and low-quality vehicle fuel are the main causes of air pollution in this desert city of 1.3 million.

The study found that the Mongolian capital Ulan Bator had an annual average PM10s density of 279 micrograms per cubic meter, followed by another west Iranian city, Sanandaj, with 254 micrograms.

Cities in Pakistan and India, such as Quetta and Kanpur, as well as Botswana's capital Gaborone, also ranked high on the pollution scale.

Mohammad Hasan, 39, of Karachi, Pakistan, said attempts to improve air quality in the port city of 18 million ? such as by replacing heavily polluting buses with vehicles using compressed natural gas ? are being undermined by bigger polluters who are "playing havoc with the lives of Karachi populace."

"Industries and factories are emitting thick clouds of smoke, and no government agency is out there to check them or correct them," the bank employee said.

WHO said the reasons for high pollution levels varied, but that often rapid industrialization and the use of poor quality fuels for transportation and electricity generation are to blame.

In India, major metropolitan areas such as New Delhi, Mumbai and Kolkata have banned the construction of new power plants within city limits, and existing ones are being shut down or relocated.

But at the same time, a lack of public transport has led to an explosion of privately owned cars and SUVs as the economy booms, with the number of heavily polluting diesel vehicles increasing 10-fold as diesel is highly subsidized by the government.

At the other end of the list are cities in Canada and the United States, which benefit from lower population density, favorable climates and stricter air pollution regulation.

Yukon territory's capital Whitehorse had a yearly average of just 3 micrograms of PM10s per cubic meter, while Santa Fe, New Mexico, measured 6 micrograms.

"It's absolutely wonderful," said Whitehorse Mayor Bev Buckway. "A lot of people come up north and they smell the air and the say "'Oh wow. Amazing. The air smells so good,'" she said. "And we tend to take it for granted because we just have that all the time."

Washington, D.C., had a level of 18 micrograms, Tokyo measured 23 micrograms, and Paris had 38 micrograms of PM10s per cubic meter.

WHO also released a shorter table comparing levels of even finer dust particles, known as PM2.5s. The level considered harmful there is 10 micrograms per cubic meter.

This list contained no measurements from Asia apart from Ulan Bator, which again ranked worst with 63.0 micrograms.

Trippy nakedness at Burning Man, the bears of that sell toilet paper, and R.E.M.'s music revolution: The week's most interesting Slate stories.

"Permanent Record: A trove of 1920s report cards and the stories they tell," by Paul LukasLukas spent more than a decade tracing the personal stories of nearly 400 New York City students' whose 1920s-era report cards were found in a box bound for the trash at a Manhattan high school. The report cards detail the lives of women who attended Manhattan Trade School for Girls, a vocational institution that attempted to "rescue young girls from poverty" by teaching them real-world job skills. The faculty helped students snag jobs so they could be self-sufficient wage earners until marriage. In his five-part series, Lukas reveals the often touching, and sometimes surprising, results of his research.

"Why Would Anyone Go to Burning Man?,"by Seth Stevenson. For one week every summer since the late 1980s, there has been one place art freaks, unshowered vegans and Goldman Sachs investors can all come together. That place is Burning Man. The festival in the Nevada desert?one part commune, one part performance art, two parts massive party ?is an attempt at creating a temporary, new egalitarian society with "the nicest, nakedest people on earth." Stevenson, a Burning Man virgin, relays his hilarious experiences in a five-part series. After adjusting to the bunny suits and omnipresent drugs, he explains how Burning Man accomplishes its mission of "radical inclusion."

"What Do Bears Have To Do With Toilet Paper?: A short history of bathroom-tissue marketing," by Daniel Engber. Bears and toilet paper might seem like a bizarre marketing match. But bears are just part of a long lineage of weird bathroom-tissue mascots, a group that includes elegant aristocrats in horse-drawn carriages and an Abraham Lincoln doppelganger.

"The Slow Death of Certainty: Will the Troy Davis case be the one that finally turns America against the death penalty?" by Dahlia Lithwick. After a temporary last-minute delay by the Supreme Court, Troy Davis was executed in Georgia on Wednesday for a murder many still say he didn't commit. Davis' case is not the first to raise questions about capital punishment. Lithwick explains how DNA exonerations, high profile debates on controversial executions, and an expanding field of research on wrongful convictions just might sway long-entrenched public opinion on the matter.

"There's Something I Need To Tell You, Sarge ...: A gallery of service members who came out the day 'don't ask, don't tell' was repealed," by Katherine Goldstein. After years of protests, government studies and often-hostile political debates, the military's "don't ask, don't tell" ban on openly gay service members was officially lifted on Sept. 20. Slate compiled a slideshow documenting some of the dozens of current servicemen and women who came out publicly this week in OutServe Magazine to mark the occasion.

"Here Be Dragons: A history of map monsters," by Ken Jennings. It may come as little surprise that the winningest jeopardy competitor also happens to possess a wealth of obscure knowledge about geography. As a corollary to his new book on the subject, Maphead, Jennings shares a history of the bizarre map monsters?from elephant-like land roamers to massive sea creatures?that were once a fixture on maps for adventurous explorers.

"Beyond Oktoberfest: There's more to German brewing than Munich's lagers. Five delicious styles from the rest of the country to sample this fall," by Mark Garrison. Oktoberfest, with its weisswurst and lederhosen and overflowing steins of beer, began Sept. 17 and will put Munich?and Munich-style lagers?in the spotlight for a few weeks. Garrison says this creates a "pernicious misimpression" about Germany's brewing accomplishments. " It's as if everyone in Germany thought American culture and cuisine begins and ends with the Iowa State Fair," he writes. As an alternative, he offers up five great German beers that aren't lagers.

"Who Is Warren Buffett's Secretary? Debbie Bosanek is not the talkative type, especially about tax reform," by Annie Lowrey. Warren Buffett's secretary became a national symbol for tax reform after the unveiling of President Obama's new debt reduction plan this week, but she doesn't want to talk about it. Despite her subject's resistance, Lowrey delves into the often-discussed issue of whether secretaries really do pay higher taxes than their millionaire bosses.

"R.E.M.'s Revolution: How a post-punk band from Georgia changed rock 'n' roll forever," by Bill Wyman. After 31 years and a career spanning musical genres from punk to grunge, R.E.M. officially broke up this week. They got their start as an obscure Georgia band that didn't quite fit the musical scene of the moment, but Wyman explains how R.E.M.'s complex and varied discography, coupled with commercial success in the nineties, ultimately made them much more than "a goddamned '80s band." "Alliance for Christ: Rick Perry's pledge to stand with Israel 'as a Christian' is a gift to Islamic extremists," by William Saletan. An American presidential candidate vowing to stand by Israel is not particularly groundbreaking. Vowing to do so "as a Christian," however, is a move only Rick Perry has made. In addition to jeopardizing peace for Israel, Saletan argues that Perry's declaration could put the U.S. in danger by confirming the narrative of religious war often promoted by Islamic extremists.

GOP's top investigator targeted by critics (AP)

WASHINGTON ? Rep. Darrell Issa is finding himself in the spotlight as a target as well as the Republicans' chief inquisitor in investigations of the Obama administration, which are producing potential GOP campaign issues for 2012.

The California Republican has used his perch atop the House Oversight and Government Reform Committee to expose the Justice Department's Operation Fast and Furious, a gun-tracking investigation that went awry, and to question National Labor Relations Board civil charges against the Boeing Co. in a dispute with the Machinists union.

Issa, one of the richest members of Congress with a net worth well over $100 million, acknowledged in an interview that key investigations "are maturing as the campaign season gets going." He said a recent swarm of allegations and negative inferences about him are not unexpected.

"I knew that the deeper I probed into things like Operation Fast and Furious, the more the White House and its allies would throw dirt in an effort to change the conversation away from what our fact-based investigations uncovered," he said. "I know it's not personal. These guys are driven by the fear of what we find and what happens when we tell the public about it."

In May, the White House hired Eric Schultz, a former spokesman for the Democratic Senatorial Campaign Committee, as a spokesman whose portfolio includes keeping tabs on Issa's investigations.

Last week, the liberal American Family Voices filed a complaint with the House Office of Congressional Ethics seeking an investigation to determine if Issa's business interests conflict with his work as a government official.

Issa's spokesman, Frederick Hill, said the complaint has no merit and described it as part of a campaign orchestrated by the White House against his boss.

"The White House has used an assortment of outside progressive groups in an effort to attack oversight and chairman Issa directly," Hill said. "This is just their latest salvo in an ongoing effort to obstruct oversight."

Schultz, the White House spokesman, said the allegation is not true.

Mike Lux, president of American Family Voices, also said the White House had nothing to do with the group's request for an investigation of Issa. Lux, a veteran of Democratic politics, served on President Barack Obama's transition team, working with liberal groups. He also worked in the White House during Bill Clinton's presidency and on Clinton's 1992 campaign.

"There's no coordination whatsoever between us and the White House and anybody related to Obama," Lux said.

The ethics complaint followed a story last month in The New York Times suggesting that Issa mixed his business interests and his official duties. Citing factual errors, his office asked the Times to retract the story. That didn't happen, but the newspaper ran corrections on three separate days.

Last March, Issa fired his deputy communications director, Kurt Bardella, after learning that Bardella had given a Times journalist Bardella's email exchanges with other reporters. Issa rehired Bardella last month. Bardella's new job does not involve contact with the media.

Issa's committee has held about 90 hearings this year, many of them on topics that probably won't be campaign issues: fixing a near-broke U.S. Postal Service, cybersecurity, recovery from the Gulf Coast oil disaster, open access to government information, freedom of information abuses and state and municipal debt.

But he has focused the bulk of the committee's investigative resources in high-profile issues that could provide fodder for the 2012 election campaign. Among them:

_Justice Department mistakes in Operation Fast and Furious, a now-abandoned program that may be connected to the death of a Border Patrol officer. The operation allowed guns bought illegally in the United States to go through middlemen to Mexican drug cartels in hopes of following the weapons and arresting major traffickers. Officer Brian Terry was killed last Dec. 14 in an Arizona firefight with suspected illegal immigrants, and two semi-automatic rifles found near the scene had serial numbers matching guns tracked under Fast and Furious. On Aug. 30, the Justice Department reassigned the acting director of the Bureau of Alcohol, Tobacco, Firearms and Explosives. The U.S. attorney in Phoenix stepped down. A prosecutor who worked on the Phoenix-based operation was reassigned to civil cases.

_Government regulations that Republicans say discourage companies from creating new jobs. Several House committees have taken up that mantle, but Issa went so far as to solicit recommendations from businesses on what regulations they want eliminated. Republicans claim credit for Obama administration plans to roll back hundreds of existing or pending regulations, including on smog, a major contributor to several lung ailments. "The success is President Obama has embraced it," Issa said. "We won the argument."

Liberal Democrats and their allies have said Issa and other Republicans have gone too far by targeting regulations involving health and safety. Still, the Obama administration's top official overseeing the president's regulation review, Cass Sunstein, acknowledged at a hearing last week that Issa is having an impact..

"I'm especially grateful to you Mr. Chairman and to the committee as a whole for its constructive and important work on this issue over the past months," Sunstein said. "It's very significant to try to get regulation in a place where it's helpful to the economic recovery."

_The right of companies to locate facilities where they choose. Issa subpoenaed documents from the NLRB's civil case against Boeing after the board's general counsel charged the company with violating labor law by opening a production line for its new Dreamliner aircraft in right-to-work South Carolina. The NLRB contends Boeing is retaliating against Boeing workers in Washington state for past Machinists' strikes and wants the company to return the work to Washington. The case is still pending before an administrative law judge. The House, meanwhile, has voted to weaken the NLRB's enforcement power in unfair labor practice cases.

Issa also has demanded documents on Democratic fundraising from the White House, the Democratic National Committee and the Obama re-election campaign, an approach used by the same committee when it was under an earlier Republican chairman to expose political fundraising abuses during the Clinton administration. The hearings back then, however, are remembered more for their partisanship than their disclosures.

As the committee's chairman, Issa can issue subpoenas without the consent of Democrats. He's approved 19 of them so far.

The panel's senior Democrat, Elijah Cummings of Maryland, has peppered Issa with a growing list of topics he wants the panel to investigate: job creation, rebuilding infrastructure such as roads and bridges, the mortgage foreclosure crisis and corporate profits.

Cummings said he wanted an investigation ? with subpoenas ? of mortgage servicing companies that may have acted illegally in foreclosing homes.

"We want to find out more about what they were doing," Cummings said in an interview. "I asked if he would subpoena these folks. He waited for six months and, after we went to the media, he finally agreed to join us in asking questions. There were no subpoenas. If the shoe was on the other foot, subpoenas would have been issued."
